Secondary (Resale) Market Information
The Owners Association at Scottsdale Camelback (SCRHOA) is one of
the few that has provided a legitimate option from the pitfalls typically
found in the Secondary (re-sale) Market, Established in 1991, Desert
Vacation Realty Inc., (DVR) operates under an agreement with the
resort to provide exclusive representation to SCRHOA members. Its
founding partner, Virginia Zabella, has been associated with the resort
almost from its inception, first as an owner, quickly followed by
salesperson for the original developer and currently as Designated
Broker for DVR. Daughter, Debby Kreager joins her mother in the pursuit
of excellent representation for the listing member and quality service
to the prospective purchasers.
The Timeshare / Vacation Ownership Secondary Marketplace has been
known for pitfalls intended to separate timeshare plan owners from
their cash without receiving the benefit of an actual sale. Many timeshare
plan owners have paid hundreds of dollars in upfront listing, marketing,
appraisal, and other fees without receiving even a single offer for
their plan. Many owners have received mail or phone contacts stating
that the calling entity has a buyer for their timeshare plan and being
informed that all they have to do to complete the sale, is to pay
the upfront closing cost.
Two of the current scam efforts are as follows:
(1) A scammer contacts the timeshare owner, identifying himself as
a "broker." The scammer tells the owner that they have a person who
wants to rent their timeshare week. The catch? The "broker" needs
the owner to send him a $200 finder's fee with the promise that at
the end of the rental period, he will send him a check for $700. If
this was a legitimate operation, the fee would have been deducted
from the rental proceeds. Unfortunately several SCRHOA members have
subjected themselves to this scam.
(2) The scammer contacts the timeshare owner and invites that owner
to a meeting of consumers who have Timeshare Plans for a discussion
about how they can get that timeshare "off their hands'. Upon arrival
to the meeting, the owner finds themselves part of a group of similar
owners and then they are subjected to an intense presentation on the
pitfalls of timeshare ownership followed by an offer to accept a quick
claim deed and $2,495.00 from the owners to "relieve them and their
heirs the burden of ownership". Unfortunately, several former SCRHOA
members have subjected themselves to this scam.
The agreement between SCRHOA and DVR is one of an arm-length relationship,
meaning that SCRHOA makes no warrantee that its members will actually
sell their ownership interest or, if a sale is achieved, at the price
they believed it was worth, by establishing a listing agreement with
DVR. SCRHOA does warrantee that the principles of DVR are Real Estate
Brokers licensed by the State of Arizona and subject to all the state
statutes that regulate the offering and selling of real property in
the Arizona and that in the 15 years of transacting business within
the premises at Scottsdale Camelback Resort have never been found
in violation of any of the controlling statutes by the Commissioner
of Real Estate. Additionally, does warrantee that during those same
15 years, DVR has remained in compliance with the agreement between
itself and SCRHOA and that agreement contains conditions, restrictions
and reservations intended to protect the interest of both the SCRHOA
and its members from any of the pitfalls that exist in the secondary
market. Consequently, SCRHOA recommends that prior to attempting to
form a relationship with any other Re-Sale Entity; our members discuss
the sale of their Timeshare / Vacation Ownership interest a SCR with
the Brokers at DVR.
